    My client is seeking a Proposal Manager to oversee the preparation of competitive proposal bids and responses to RFIs for the customer. This Proposal Manager would be working with government agencies, as well as and State and Local sectors.



    Key responsibilities for the successful candidate include leading the planning and execution of proposal development teams, analyzing RFP requirements and strategizing responses to meet proposal requirements. This role is a full-time, direct-hire role and hybrid - in office on average 3 times a week in Tysons Corner / Vienna, VA. Need to be eligible to obtain a US Government Clearance.



    Responsibilities and Qualifications:

    * Experience leading proposals for civilian government agencies (e.g. USDA, DOC, ED, HHS, DHS, DOI, DOL, DOT, etc.)
    * Proficiency in the Federal procurement process and regulations (e.g., FAR), as well as familiarity with proposal development best practices such as Shipley, APMP Foundation, or equivalent training.
    * Formal Shipley training is a must!
    * Proven track record of delivering high-quality, high-scoring proposals.
    * Strong technical writing and critical editing skills, along with excellent organizational and communication abilities. Proficient in employee relations, including conflict resolution.
    * Exceptional organizational skills and a commitment to adhering to established processes with discipline.
    * Familiarity with GovWin, BGov, or similar business intelligence tools is desirable.



    Preferred Qualifications:

    * Experience supporting a wide range of solicitation sizes, complexities, and submission timelines.
    * Experience leading proposals valued over $50 million.
    * Evaluate RFP/bid requirements to formulate annotated proposal outlines.
    * Organize and oversee Color Team Reviews, and ensure tracking and recovery measures are in place.
    * Assist in creating training materials, presentations, and white papers.
    * Experience in calculating pricing and billing rates is a plus

    Position Overview:

    As a Senior Performance Database Administrator, you will play a pivotal role in overseeing the performance, integrity, and security of our databases. Collaborating closely with cross-functional teams, you will design, implement, and maintain database systems to ensure efficiency and reliability.

    Responsibilities:

    * Design, implement, and maintain database systems for optimal performance, scalability, and reliability.
    * Perform ongoing monitoring, tuning, and optimization of database systems to enhance efficiency and response times.
    * Troubleshoot and resolve database performance issues, including query optimization and resource contention.
    * Collaborate with development teams to design and implement efficient database schemas, indexes, and queries.

    Requirements:

    * Bachelor's degree in Computer Science, Information Technology, or related field (or equivalent professional experience).
    * Proven track record as a Database Administrator, with a focus on performance tuning and optimization in a Production environment.
    * Proficiency in database performance monitoring tools and techniques.
    * Strong analytical and problem-solving skills with the ability to diagnose and resolve complex database issues.
    * Excellent communication and interpersonal skills to collaborate effectively with cross-functional teams.
    * Hands-on experience with Oracle Golden Gate, Data Guard, OEM, RAC, and PostgreSQL.

    Qualifications:

    * Extensive experience in Oracle database technologies, preferably Oracle v19c.
    * Previous involvement in writing PL/SQL triggers and/or procedures.
    * Proficiency in Database SQL and Database tuning (Profiles, Baseline).
    * Experience supporting Database infrastructure in the cloud (AWS, OCI).
    * Ability to work autonomously yet collaboratively in a team environment.
    * Proficiency in Linux and shell scripting.
    * Understanding of database backup and recovery techniques using RMAN and Network Appliance filers.
    * Experience with high-volume websites utilizing multi-tier architectures.
    * Familiarity with Oracle Real Application Clusters and implementation best practices.
    * Possession of a valid Oracle OCP certification is advantageous.
    * Experience developing and maintaining Ansible Playbooks is a plus.
